The course RIIWHS302E - Implement Traffic Management Plans & RIIRIS301E - Apply Risk Management Processes focuses on the implementation of signage and devices for roadwork sites and the overall risk management process.

Who is this course for?

Learners who hold a current QLD traffic management implementation (TMI) card.

What do I need to know before I enrol?
  • Learners must hold a current QLD traffic management implementation (TMI) card

  • Learners must hold a General Construction Induction Card (White Card) or equivalent prior to enrolling in this course - Learners who don't have this card/have lost their card should read the White Card course information in AATC's student handbook.

  • Learners must have also held an approved driver's licence, either provisional or open, within the last 5 years (learner licences not accepted)

  • There are a number of medical requirements a traffic controller in QLD must meet, including a learner's ability to stand, their eyesight and hearing. Read the information below under 'Further notes on the prerequisites' for more information. 

  • It is desirable that learners can communicate well and have sound literacy skills

 
Complete the following QLD Department of Transport and Main Roads (TMR) eLearning courses prior to attending the renewal TMI course:

  • Working in Proximity to Traffic (WPT) – Part 2

NOTE: These courses are completed online via the TMR website. Fees apply and are paid directly to TMR by the learner. 


Further notes on the prerequisites

Please be advised it is expected that a TMI has a good range of mobility as they will be working near moving traffic.

Learners must also have reasonable eyesight which would allow them to see oncoming traffic from distances of approximately 150m.

Hearing requirements include: Hearing a supervisor's instructions, vehicle warning devices and emergency vehicle sirens above normal traffic noise.

Being able to differentiate noises emanating from the left side, right side and behind yourself.

Sufficient hearing and speech to be able to communicate with other road workers and with road users and via portable communication equipment (such as a two-way radio).

Renewal learners should have completed the WPT Parts 1 & 2 prior to sitting the theory component. The certificate of completion should be sent to AATC as part of the enrolment process into this course.

What are the benefits of completing this course?

Successful learners will be able to continue working in the traffic management industry as a traffic management implementer (TMI) (someone who can put out signage and devices as per a traffic guidance scheme (TGS) and a traffic management plan (TMP)).

Note: Learners who wish to do stop/slow duties in QLD would need to complete the Traffic Control Course; as the Traffic Management Implementation Course only allows successful learners to place out signage and devices, not use a stop/slow bat. Learners needing to complete this course should see the ‘Traffic Control (New Entrants)’ section of the AATC student handbook for further information.

How will the course be delivered?

Face-to-face delivery

Theory:

The face-to-face theory is approximately eight (8) hours. The assessment is open book and will be completed gradually throughout the day.

Practical:

Learners are required to complete three (3) x Traffic Guidance Scheme (TGS) setups on “live sites”. The TGS implementations are to be of a varying level of difficulty and different in nature.
However, the setups must be as per the unit of competency requirements which includes at least two of the following: lane closure, lateral shift, and implementing a traffic management plan at an intersection.
One of these set-ups must also include the TMI controlling construction vehicles.

AATC may facilitate the three (3) onsite setups upon request (a fee will apply, see the ‘Fees, charges and refunds’ section for more details).

Note there are a capped number of spaces for the practical for each course. Once the cap has been reached, additional learners wishing to complete the set-ups with AATC will need to complete the set-ups on another day as arranged by AATC.

Poor weather on the day of the theory course will also mean the practical component will not be completed that day and will need to be moved to another day and time as arranged by AATC. 

This can be done in your own workplace with a competent traffic management implementer (holder of a current QLD Traffic Management Implementation card) who is required to sign off the learner’s paperwork via a third-party report (TPR) which AATC will have supplied to the learner.

The TPR must have signage sheets and/or TGS, as well as risk assessments and/or pre-starts / toolboxes that the learner has signed onto. These will be required for each of the 3 sites. 

The signage sheets and/or TGS show AATC what the set-ups were on the site. Learners will be receiving a statement of attainment for RIIRIS301E – Apply risk management processes upon their successful completion of the course, because of this, AATC must have proof that a risk assessment took place for each of the sites.

The risk assessments signage sheets and/or TGS should match the details listed on the TPR by the supervising TMI. 

The three (3) onsite setups and associated paperwork must be completed and received by AATC prior to course date. The set-ups must have been completed within the previous 12 months from the course date.

Further notes

In some instances a learner may have completed shifts on the same project over the previous 12 months to the course. Learners can use different set-ups that occurred on the one site. The setups must be completed on different days, and there must be proof that the set-ups were different (this is shown via a signage sheet and/or TGS).

For example, the project may start on the footpath, requiring a footpath detour. On some days an excavator may be in use near the footpath and where it’s positioned requires a lane closure. Later, as the project progresses further down the road a set-up at a T-intersection on the site becomes necessary.
As long as the learner had signage sheets and/or TGS for each of these different scenarios and risk assessments for them, they could use each of these set-ups for their third party report.
Even though the set-ups were completed on the one site, they’re completely different types of set-ups.

Where learners are completing the same set-up on a day-to-day basis (e.g. footpath works), this will not meet the requirements for the implementation unit of competency. Learners will either have to rotate around to other work crews to complete other set-ups or complete the practical part of the course with AATC. Note, a fee will be charged to complete the set-ups with AATC, refer to the ‘How much will it cost me?’ section for them.

How long will this course take?

  • Eight (8) hours (approx.) theory & simulated practical, face–to–face

How much will it cost me?

Cost: $200 (Theory)

Note any learners who have to complete the practical with AATC will be charged a fee of $50 (there is a cap on the number of learners who can complete their practical on the day of the course).

Are there any other costs?

There is an additional fee (approximately $80) payable to the QLD Department of Transport and main Roads (TMR) when completing the Working in Proximity to Traffic courses (Part 1 2) online, via their website. The Working in Proximity to Traffic courses can be found here. Learners working in the industry who have completed a TMI course from October 2019 onwards will have already completed these online courses. AATC require a copy of the certificate you were given for completing them previously. The WPT courses only have to be completed once.

What will I get at the end when I’ve passed?

On successful completion of the course including the theory and practical requirement, and verification of the information on and evidence supplied with, the third party report by AATC, learners are issued with a Statement of Attainment in the following units:

Is NOT considered enough to setup signage and devices in QLD.
 
Learners MUST be issued with a QLD Traffic Management Implementation (TMI) card, in addition to the above units of competency and the working in proximity to traffic awareness (part 1 & 2) certificates, in order to setup signage and devices on QLD roads. 

It is strongly advised for learners to complete their traffic management renewal course a MINIMUM of 3 weeks prior to its expiry to allow for: public holidays, processing time, to allow a learner to complete the practicals with AATC (where they have pre-booked this but couldn’t complete them on the theory course day).
This also allows the learner to gather any additional evidence for their third party report which may be required (for learners who don’t complete their practicals with AATC).

Where is this valid for and how long is it valid?

Queensland and some other states depending on jurisdictional requirements.

It is a requirement of the Department of Transport and Main Roads QLD (TMR) that traffic management implementers renew their Qld TMI card every 3 years.
This is done by completing a renewal course with a Queensland RTO registered with TMR to deliver their courses.

How will I be assessed?

Learners must achieve a Satisfactory (S) outcome in both the theory and the practical components of the course to then be deemed Competent (C) and receive the award.

The course will be made up of multi-choice questions, short answer questions, verbal questions, class discussions simulation exercises and practical components.

Learners will sit through a presentation and complete relevant assessments for the topics covered in the course. The course will move gradually through the topics and assessments until it’s completion.

Learners who choose to do their practicals with their own company will need to have their third party report and the evidence attached with it assessed by AATC. Where the evidence provided with the TPR is not sufficient, AATC may request additional evidence from the learner. AATC reserves the right to contact the supervisors listed on the third party report to verify that they have completed it and to verify the information in it. 

AATC must receive all necessary paperwork (including the third party report and associated evidence) within 90 days from when a learner has sat their course. Any time after this and AATC may cease the learners enrolment in the course.

Note any learners who have to complete the practical with AATC due to insufficient evidence will be charged a fee of $50 (there is a cap on the number of learners who can complete their practical on the day of the course).

What if I fail to get a Satisfactory (S) mark in all areas and get deemed Not Yet Competent (NYC)?

Learners are given all reasonable trainer assistance to achieve a Competent (C) outcome on the day of the theory course, and during their practicals (through AATC or TPR with their own company) however:

  • If the learner fails to gain a Competent (C) outcome with reasonable trainer assistance then they will be deemed Not Yet Competent (NYC),

The learner will not be issued the award and will be required to re-enrol at their own expense and successfully complete all areas of the course again (including practical components) should they wish to receive the award.
